From a very young age, Keir had a knack for discovery. He started looking through databases of stellar phenomena at the age of five. He was often bullied in school, because he'd rather be studying than playing with the other children. As far his classwork, he did well in all of his courses, and exceeded in math and science. Following his public schooling, he joined the University of Betazed at the age of seventeern, in the undergraduate program.
Upon the completion of his degree, he applied to Starfleet Academy, and was granted Cadet 2nd Class status due to his existing education, so he could focus his studies on Starfleet training. Following his graduation, he was assigned to the U.S.S. Nautilus, commissioned with the rank of Ensign. After a few years and earning the rank of Lieutenant, he was transferred to the U.S.S. Excelsior, and promoted to First Lieutenant and granted the position of Chief Science Officer as the previous Chief was transferring.

Quite unusual for a Betazoid, Mister Harwin seems to have trouble creating social connections with others. We discussed his childhood; how he was teased for choosing to study over spending time with other children. Most Betazoids don't have social troubles, due in part to their telepathic abilities, but I believe his childhood experiences cause him to shy away from others. He will sometimes attempt to break the silence of awkward situations, but can also have an adverse effect by inadvertently insulting others.
At this time, I do not believe Mister Harwin's shyness would be detrimental to his work, and I do declare him mentally fit for service within the fleet.
